Italy Orders Online Gambling Licensees to Declare Main Domains by 13 November

Italy’s online gambling operators have been given until 13 November 2025 to declare their principal domain names, following a new directive from the Agenzia delle Dogane e dei Monopoli (ADM), which enforces one of the key measures in the country’s reorganised online gambling framework.

The instruction, issued through a circular from ADM’s Remote Gaming and Betting Office and signed by Antonio Giuliani, stipulates that all licensed operators must operate exclusively under a single official website. The measure is designed to enhance transparency and tighten regulatory control over remote gaming operations across Italy.
According to the order, all successful concessionaires must formally submit the URL of their official website to the ADM by 31 October 2025, regardless of whether the domain is already in use. Beginning in mid-November, any other associated domains, mirror sites, or “skins” linked to a licensee’s main website must be deactivated and removed from DNS records, working in cooperation with Internet Service Providers (ISPs).
The ADM explained that this directive aims to “end the proliferation of multiple domains used by licensed operators and strengthen the traceability of player activity,” which it identified as a fundamental aspect of Italy’s newly restructured online gambling regime.
Temporary redirects will be permitted only until 31 December 2025, and solely for operators that are part of temporary business consortiums (RTI), allowing time for existing player accounts to transition smoothly to the new domain structure.
The ADM also issued a warning to operators, stating that non-compliance with the new requirements will result in suspension of operations, while repeated violations could lead to revocation of a concession altogether.
In a recent update, the ADM confirmed that it has so far issued licences to 46 operators, both domestic and international, covering a total of 52 individual concessions. These figures represent the first batch of approvals under the revamped regulatory system, ahead of the full market activation scheduled for 2026.
A central objective of Italy’s online gambling reform is to reduce the number of active brands in the market and eliminate so-called “skin sites,” which previously enabled operators to promote separate products or verticals to consumers under different URLs. Under the new framework, operators are expressly prohibited from using secondary websites to advertise or promote their services. Instead, each licence holder must consolidate all activities under one authorised domain, such as Betfair.it, bet365.it, or Stake.it.
In its closing statement, the ADM confirmed that Lotto, Scratch & Win, and SuperEnalotto concessionaires will receive formal authorisations by 7 November to collect stakes and manage games on behalf of new online licence holders already approved under the regime.
This latest order forms part of ADM’s broader initiative to consolidate regulatory oversight and strengthen control over Italy’s digital gambling environment. It follows the introduction of the country’s updated nine-year online gaming concessions, each valued at €7 million, as Italy prepares for the full commercial rollout of its new system in 2026.
