Central Bank Warns Cyprus Financial Stability Risks Remain Elevated Despite Strong Banking Sector

Cyprus' financial system remains resilient and well-capitalised, but heightened geopolitical tensions, global economic uncertainty and emerging risks continue to pose significant challenges to long-term financial stability, according to the Central Bank of Cyprus (CBC). The warning comes in the bank's 2025 Financial Stability Report, which concludes that although the country's banking sector has strengthened considerably, vigilance remains essential in an increasingly uncertain international environment.

The report highlights that Cypriot banks have maintained strong capital positions, ample liquidity and improved resilience following years of regulatory reforms and balance sheet strengthening. These factors have enhanced the sector's ability to withstand potential economic shocks while supporting lending activity and the broader economy. However, the central bank cautioned that the external environment has become more complex, requiring financial institutions to remain prepared for a range of adverse scenarios.
Among the principal risks identified are ongoing geopolitical conflicts, persistent global uncertainty, inflationary pressures, cyber threats and the increasing financial impact of climate change. The central bank stressed that these interconnected risks could affect economic activity, asset quality and financial market stability if they intensify, making effective risk management a priority for financial institutions.
The CBC emphasised that maintaining robust capital buffers and sufficient liquidity will remain essential for preserving confidence in the financial system. It also called on banks and other financial institutions to strengthen their governance frameworks and ensure that geopolitical, macroeconomic, cyber and climate-related risks are fully integrated into strategic planning and decision-making processes. According to the report, sound corporate governance and forward-looking risk management are critical to safeguarding financial stability in a rapidly evolving environment.
The report also reviews the macroprudential measures implemented by the central bank to reduce systemic vulnerabilities and enhance the resilience of the financial sector. These measures are intended to ensure that banks remain capable of supporting households and businesses even during periods of economic stress, while limiting the build-up of risks that could threaten the wider financial system.
Despite the elevated risk environment, the central bank concluded that Cyprus' financial sector is currently well positioned to absorb potential shocks. Nevertheless, it warned that strong recent performance should not lead to complacency, as the combination of geopolitical instability, technological risks and changing economic conditions requires continuous monitoring and proactive risk management. The report underscores that preserving financial stability will depend not only on the resilience of individual institutions but also on the sector's ability to adapt to emerging threats and maintain prudent business practices in an increasingly uncertain global landscape.
