US Broadens Sanctions Against Russia, Targets Cyprus-Based Entities and Global Networks

In a significant escalation of measures against Russia, the US Office of Foreign Assets Control (OFAC) expanded its sanctions list late last night, targeting over 250 individuals and entities.

The move is part of an intensified effort to tighten existing sanctions and counter attempts to circumvent them. Among the newly sanctioned entities are four corporate entities based in Cyprus. Notably, these companies are associated with Russian businessman Vladislav Sviblov and Highland Gold Mining Ltd, a major gold producer ranking seventh in Russia. The two Cypriot companies linked to Sviblov, Fortiana Holdings Ltd and Stanmix Holding Ltd, have come under the scrutiny of OFAC.


Moreover, the sanctions address Russian-flagged shipping companies involved in transporting munitions between North Korea and Russia. Two Cyprus-based entities, Azia Shipping Holdings Ltd and Ibex Shipping Inc, are implicated in these activities. The sanctions underscore the broad reach of OFAC's measures, encompassing entities with connections to Russia's military-industrial complex and its various operations.

The US Treasury Department is taking proactive steps to identify and impede third-country entities facilitating the transfer of technology and equipment to Russia's military-industrial complex. This initiative aims to curb the acquisition of critical technologies by Russia, with a specific focus on entities deemed high-priority joint targets. The Department, in collaboration with the Commerce Department's Bureau of Industry and Security, is aligning efforts with the European Union, Japan, and the United Kingdom to thwart such transactions.


In a broader context, the OFAC sanctions extend beyond Cyprus to include companies in Turkey, China, and the United Arab Emirates (UAE). These measures target shipments involving technology, equipment, and raw materials. China-based companies involved in satellite imaging, providing high-resolution imagery to the Russian mercenary group Wagner, have also been subject to sanctions. Additionally, the State Department has identified Chinese entities as part of a crackdown on a network supplying microelectronics components to the Russian state group Rostec, which is already under US sanctions. According to OFAC, microelectronics products are integral to the development of electronic warfare systems.


The comprehensive set of sanctions reflects the heightened diplomatic pressure exerted by Washington on countries and private entities globally to enforce sanctions imposed by the European Union and other Western nations against Russia. These measures come in response to Russia's invasion of Ukraine. Despite Western sanctions being deemed illegal by Russia, the US remains committed to leveraging economic and diplomatic measures to hinder the growth of Russia's economy.
