The interim President of Romania, Ilie Bolojan, has signed a decree that will significantly alter the way individuals can acquire Romanian citizenship.


Among the most notable changes is the complete digitalization of the process. Applicants will now be able to submit their applications online and monitor the status of their requests.


In addition, a new biometric citizenship card will replace the traditional printed certificate.


These changes are expected to enhance security, as reported by EVZ.


The new citizenship law, which has not yet come into effect, clarifies that Romanian citizenship can only be obtained through birth, adoption, or application. There will be no automatic entitlement for stateless individuals or foreign nationals. The law also outlines specific conditions for acquiring citizenship, including a minimum legal residence period of eight years in Romania, or five years if the applicant is married to a Romanian citizen.


Applicants must also demonstrate proficiency in the Romanian language, loyalty to the state, and exemplary behavior.


Under the new legislation, there will be some exemptions for individuals who have made significant contributions to Romanian society, such as those actively involved in its cultural or scientific life. These individuals may benefit from reduced residence requirements.


The Romanian government has emphasized that the changes are designed to make the citizenship process more transparent and in line with contemporary needs.

Another major change is the mandatory collection of biometric data for all those applying for or reacquiring Romanian citizenship. This new requirement will come into effect on September 1, 2024, as part of the updated Romanian Citizenship Law no. 21/1991.


Furthermore, starting in July 2024, biometric data collection will be required for individuals seeking to obtain citizenship in Romania.


Government spokesperson Mihai Constantin explained that these measures, introduced through an emergency ordinance, aim to improve the security of the citizenship process.


"The introduction of biometrics into the procedure for granting Romanian citizenship, along with the use of advanced IT and security systems, will ensure the integrity of the entire process," he said.


The Romanian government also highlighted that these changes are in line with the European Union's General Data Protection Regulation (GDPR) and are expected to streamline Romania’s entry into the US Visa Waiver Program.
