Philippine Government Weighs Telegram Ban Over Illegal Gambling and Online Exploitation Concerns

The Philippine government is considering a possible ban on Telegram as authorities intensify efforts to combat illegal online activities, including unauthorized gambling operations and sexual exploitation, that have allegedly proliferated on the messaging platform.

According to a report by Manila Bulletin, the Department of Information and Communications Technology (DICT) confirmed that it is evaluating the option of blocking access to Telegram following reports that illicit operators have moved their activities to the app. The platform has become particularly popular within the iGaming community, raising concerns among regulators that it is being used to facilitate unlawful transactions and evade detection.
DICT Secretary Henry Aguda said authorities have observed a migration of illegal gambling groups to Telegram as part of an effort to avoid regulatory scrutiny. In addition to gambling-related violations, Aguda cited the proliferation of pornographic materials, online sexual abuse, and the exploitation of children as major issues tied to the platform’s use in the country. He stressed that these concerns are “non-negotiable” and warned that the government would block platforms if violations persist.
Aguda also pointed to challenges in coordinating with Telegram, noting that the company’s base in Russia has complicated enforcement of Philippine laws and regulations. “If we see that the situation remains widespread and unchanged, we are studying the option of banning it,” he said, adding that he would push for blocking the platform if further incidents occur.
Beyond Telegram, the DICT has also held discussions with Meta regarding similar concerns across its social media platforms. Aguda said talks with Meta have focused on addressing online sexual abuse and the exploitation of children, emphasizing that authorities are prepared to take decisive action should violations continue.
The agency is working closely with the Philippine National Police and the National Bureau of Investigation as part of a broader campaign targeting illegal online gambling syndicates and cybercrime offenders.
While no final determination has been made, officials have indicated that a ban on Telegram remains a serious possibility if the platform fails to cooperate with government efforts to curb illegal activities.
