The financial results for the first half of 2026 have delivered encouraging news for the Macau government, with casino revenues rising by 9% to reach an impressive $7.2 billion.

According to official figures released by the Financial Services Bureau and reported by the Macau Shimbun newspaper, gaming taxes represented 84.6% of the region's total government revenue during the period, contributing to total revenues of $8.5 billion.


The substantial inflow of funds also helped Macau achieve a fiscal surplus of nearly $2 billion, marking a 30% increase compared with the previous year.


Government Seeks to Reduce Dependence on Gaming

Despite the strong financial performance of the casino industry, the Macau government has unveiled a three-year strategic plan aimed at reducing the sector's dominance over the local economy.


Ng Wai-han, Secretary for Economy and Finance, outlined the government's objective of increasing the contribution of non-gaming industries to 60% of Macau's Gross Domestic Product (GDP) by 2030. At present, gaming is estimated to account for between 45% and 60% of the region's GDP.


To support this transition, authorities intend to strengthen traditional tourism while promoting growth in sectors including medicine, specialized finance, technology, and sports. The government has also indicated that it plans to relax regulations affecting businesses in these industries in an effort to encourage further structural progress and economic development.


Ng acknowledged the scale of the challenge, noting that Macau currently has a “strong dependence on the gaming industry.”


Meanwhile, although the casino sector experienced a slight decline in arcade traffic between June and July, industry executives attributed the slowdown to the World Cup. Business reportedly recovered quickly once the tournament came to an end.


Macau's aviation industry has also provided further evidence of the continued strength of the local tourism market. Macau International Airport welcomed nearly 3.9 million passengers during the first half of the year, representing an 8% increase compared with the same period in 2025.


Gambling License

New Integrated Resorts Boost Investment and Consumption

While the government's diversification strategy moves ahead, the gaming industry continues to attract significant investment as Macau works toward its target of generating $29 billion in revenue this year.


The administrative region has accelerated the approval process for several integrated resort developments, reinforcing the continued importance of tourism and hospitality to the Asian market.


In the popular Cotai district, Melco Resorts and Entertainment has announced the pre-opening of the luxurious Hotel REM, located within its City of Dreams complex.


The exclusive property features 149 rooms designed specifically for VIP guests and includes a dining area, an outdoor swimming pool, and an outdoor gym.


According to the company, the pre-opening will give a select group of customers the opportunity to explore the property “through an exclusive, private, invitation-only program.”


Hotel REM is expected to officially open its doors to the general public in October, adding another high-end destination to Macau's expanding hospitality landscape as the region seeks to balance the continued success of its casino industry with a broader and more diversified economic future.
