Macau Gaming Tax Revenue Reaches $5.59 Billion in H1 2025 Amid Modest Growth and Sector Recovery

Macau’s government has reported MOP45.26 billion (approximately $5.59 billion) in gaming tax revenue for the first half of 2025, showing a modest increase of 1.05% compared to the same period in 2024.

The figures, released by the Special Administrative Region’s Financial Services Bureau, indicate that gaming tax collections have reached 48.6% of the government's full-year budget target.
In the month of June alone, the government collected MOP8.15 billion ($1.01 billion) in taxes from gaming operations, reflecting a 4.83% rise year-on-year. This comes as part of a broader trend of steady recovery in Macau’s gaming industry, which continues to rebound after years of pandemic-related disruptions and regulatory shifts.
The latest numbers arrive alongside encouraging performance in gross gaming revenue (GGR). For June 2025, Macau’s GGR climbed to MOP21.06 billion ($2.6 billion), marking a 19% increase over June 2024. Total GGR for the first half of 2025 came in at MOP118.77 billion ($14.69 billion), representing a 4.4% year-on-year gain.
The Financial Services Bureau’s data underscores how the city’s gaming sector is gradually regaining momentum. Though the uptick in tax revenue remains marginal, the rise in GGR suggests improved activity and renewed tourist interest.
Macau currently operates under a 10-year gaming concession framework that began on January 1, 2024. Under this system, an effective tax rate of 40% is levied on casino gross gaming revenue, one of the highest rates in the world.
While the first six months of 2025 brought only slight growth in terms of tax receipts, the broader performance of the sector suggests a strengthening foundation. Macau’s efforts to diversify its gaming and entertainment offerings and attract more international visitors appear to be paying off, contributing to the sector’s gradual revival.
