Italy Commits €28 Million to Strengthen Digital Oversight of Gaming Sector

Italy’s Customs and Monopolies Agency (ADM) has revised its Multi-year Investment Plan for 2025–2027, allocating €28 million specifically toward the digital transformation and regulatory enhancement of the national gaming framework.

This funding forms a notable component of the broader €500 million modernisation initiative and highlights the strategic importance of gaming within Italy’s wider technological and organisational reform agenda. The investment focuses on reinforcing monitoring capabilities, revamping concession procedures and achieving full digital integration across both online and land-based gaming segments.
A major share of the financing is dedicated to technological upgrades connected with the next cycle of concession tenders covering amusement machines, lotteries, numerical games, bingo and sports betting. ADM intends to completely digitalise concession-related processes to deliver greater transparency, improved efficiency and enhanced data traceability. The plan also outlines the creation of advanced digital platforms aimed at simplifying administrative operations, reducing redundant activities and strengthening interoperability between systems.
The strategy further encompasses the full digitisation of sports betting, horse racing, virtual games and skill-based titles, advancing ADM’s goal of unified oversight across increasingly interconnected channels. This shift will support more comprehensive real-time supervision, bolster verification tools and reinforce the reliability and integrity of betting flows.
ADM is simultaneously expanding its supervisory capabilities by implementing upgrades to the Information Control System and the infrastructure used by Verification Organisms. These enhancements will facilitate quicker inspections, introduce automated mechanisms for detecting irregularities and deliver more precise reporting outcomes. Such improvements are key to protecting a sector that carries significant economic weight and faces constantly evolving regulatory expectations.
Through this targeted €28 million investment, ADM is laying the groundwork for a more robust, efficient and forward-looking regulatory architecture for Italy’s gaming market. The updated plan positions the country as a leader in digital public-sector governance and better prepares the regulated gaming environment for emerging opportunities and challenges.
