Goa Casino Regulations May Be Delayed Until After 2027 State Election

Goa’s long-awaited casino regulations may remain on hold until after the state assembly elections scheduled for February 2027, potentially prolonging regulatory uncertainty for the state’s gaming industry.

According to a report published by The Times of India on July 27, the Goa home department has completed drafting the Goa Public Gambling Rules. Despite the draft being finalised, the regulations must still be published in the Official Gazette before being placed before the Goa Legislative Assembly for a minimum of 14 days while the legislature is in session.

A senior government official told the newspaper that “a sufficiently long legislative session was unlikely before the election.” Although the Goa government has recommended that the Legislative Assembly meet from August 31, the duration of the session has yet to be determined, raising doubts over whether there will be enough time to complete the required legislative process before voters head to the polls.

The delay would further extend the period during which Goa’s casino sector operates without a fully defined regulatory framework. In 2019, the state government appointed the commissioner of commercial taxes to also serve as the gaming commissioner. However, because the implementing rules have never been brought into force, the commissioner’s regulatory powers and responsibilities have remained undefined.

Under the proposed Goa Public Gambling Rules, the gaming commissioner would be responsible for supervising casino operations, maintaining gaming-related records, and overseeing the issuance of casino entry tickets. The proposed system is also designed to enable authorities to monitor visitor numbers more effectively while strengthening oversight of casino patrons and the sources of their funds.

Goa is home to more than a dozen land-based casinos as well as six offshore casino vessels. The regulations were initially drafted in 2022 and subsequently revised in 2023, but despite those efforts, they have yet to be implemented, leaving the state’s casino industry awaiting a formal regulatory framework.
